I would like to know how to download PDF books to read offline.

For downloading books, there are 3 solutions:
An interesting site is the Quebec Electronic Library: https://beq.ebooksgratuits.com/vents/index.htm
Or the National Library of France: https://gallica.bnf.fr/accueil/fr/content/accueil-fr?mode=desktop
Books are available in several formats: doc, epub, pdf.
There are other sites; you have to make an effort to search.
And for reading, the possibilities are multiple:
For pdfs, you can use the default pdf reader on your computer. You can also use a dedicated program for reading eBooks, like Calibre.
On tablet, I use FBReader.

- you download books that are in the public domain: nothing to pay. For example, in Google Books by selecting "Free eBooks" in the advanced options:
- you buy eBooks: there are many websites: amazon, fnac, etc.
- you look for illegal productions: increasingly difficult to find, often of poor quality, with all the risks associated with questionable sites.
