Wireless printing in "tethering" mode

Hello,
Thank you in advance to those who can respond to me.
Here is my situation:
I have:
- an ASUS Android smartphone with 4G
- a Bouygues mobile plan
- no box
- a Canon MP620 printer
- a Lenovo X201 PC running Windows 7
- I connect to the internet via my phone, using "tethering," specifically called "mobile Wi-Fi hotspot."
Question 1: Is it possible to print over this type of network?
If the answer to question 1 is yes, here’s the follow-up:
- my phone cannot find my printer. It shows my father's printer... who lives on the other side of the country and with whom I don't remember doing anything complicated to print anything...
- my PC recognizes my printer because it used to use it when I had a box, and it can still use it with an ethernet cable, but when I send a print job, it tells me that the printer is not responding. Yet it is turned on, but apparently not connected to the network. It asks me for an IP address to locate it, which I am unable to provide.
Question 2: Can someone guide me on the steps to take?

And sorry for my delayed response...
I tried what brupala suggested below. So far I haven't found my solution, but maybe he can continue to guide me.
In the meantime, if you have any other ideas, I would be happy to hear them!
What I'm mainly interested in is printing from the computer. Although it would also be super convenient with the phone. And actually, thinking about it, I believe I did print something directly from my phone at my dad's (the printer that is registered on my phone)

otherwise, there is a WCN software to install to make the installation easier on a wifi network.
So, if I understand correctly, I'm following the Canon FAQ instructions "software installation - WCN connection"...
