Problème de connexion de apache-tomcat

Bonjour je veux déployer un site web dynamique.Je veux accéder à l'espace management de tomcat sur localhost:8080 pour commencer .
Ci-dessous l'erreur et le contenu de tomcat-users.xml.J'ai besoin d'aide s'il vous plait
