Issue with desktop shortcuts reappearing

Hello everyone,
I have the following problem: when I delete certain shortcuts from my desktop, they reappear. These shortcuts are: Excel, Word, Powerpoint, Skype, and Outlook.
When I move them all the way to the right of the screen, they come back to the left. I've also tried putting them in a folder, but they pop back out.
I should mention that I am working with a professional computer (on which I do not have admin rights) running Windows 7, and the response from our IT department is to say that "that's just how it is, those shortcuts come back."... To please me, they were willing to delete them as admins, but indeed, they still came back.
What should I do?

It's actually simple to understand, Crivol.
Your hierarchical superior and your employer have decided that each employee should have a PC with certain software, placed in a specific way on the desktop, and that they are not allowed to modify this.
This is for logical reasons and productivity for the work required.
They then gave these directives to the network administrator who implemented them.
If you want to change this, you have two options:
> You can make a request to your hierarchical superior.
Justifying the validity of your request, in order to optimize your productivity or user comfort.
They will study it and decide whether to accept it or not.
If they accept it, they will give the directives to the network administrator who will make the modifications or unlock the desktop, depending on the request.
If your request is reasonable, you will even be well regarded.
> You want to act without your superior's authorization.
Which amounts to hacking your company's IT administration.
Illegal, so no help on this forum.
This implies a less than honorable reason on your part.
(perhaps a desire to place shortcuts on the desktop that have nothing to do with work)
Hacking, and moreover to potentially do something other than your job = Termination (serious misconduct)
You should clarify your true intention.

I don't want to go without my supervisor's opinion and install just anything on my computer (I'm at least somewhat conscientious, thank you), but I work in a large organization where everything takes ages and, by the way, my hierarchical superior doesn't know much about computers. In fact, if what you're telling me is true, I would have to go through the head of the IT department, whom I have never seen since that department is in another city, who would then make a request to the HR department (also never seen). Anyway, it would take forever and I honestly think they have more important things to manage than three shortcuts on a technician's desktop. So the idea isn't bad, but I'm keeping it as a last resort.
Furthermore, if they've decided to impose desktop shortcuts, why was I able to delete all the shortcuts on my desktop under the supervision of the admin (who just mentioned that the Office shortcuts would reappear)? He made me believe that I had the right to do so without telling me that it was actually imposed? That's twisted, isn't it?
In any case, thanks to you, I know that he fed me lies and I will take the opportunity of our next meeting to ask him for some explanations.

This is a company computer, so you need to check with the administrator, as it is the administrator who imposes this restriction on your ability to change the existing settings, so it would go against certain rules to offer you a solution, unless I am mistaken...

Thank you for your response, but as I mentioned above, I spoke to the administrator and our IT department's answer is that "that's just how those shortcuts come back."
This answer doesn't satisfy me, and I'm trying to understand if there is a solution (that's exactly why I'm coming to a forum; otherwise, I wouldn't bother..) -
