You can also access the language bar from the taskbar
just click on FRA next to the time if the icon is present

If the Language Bar is absent from the taskbar
Control Panel → Language
Line → Advanced settings
Click on the line → Change the key combinations for the Language Bar
Tab → Language Bar

You need to check:
- Dock in the taskbar
- Show additional icons in the taskbar

Optional:
- Make the Language Bar transparent when it is inactive
- Show text labels on the taskbar

Apply then OK
Restart the PC

Is it a laptop or a desktop?

How long have you had this message?
You could do a system restore

Have you installed any software recently?

Then check the settings in Ease of Access Options

In the Cortana search box (or right click on the Start button then Search)
Type → control panel
Set View by → small icons (at the top right)
Go to → Ease of Access Center
Go down to the line → Make the keyboard easier to use
Check that the box is not checked on the line → Turn on Sticky Keys

Then click on the line → Set up Sticky Keys
Uncheck the box if needed → Turn on Sticky Keys
