PC locked: Unable to connect to your account

Hello
I have a desktop PC running Win10. One day it just started and got stuck on the message: <<Unable to connect to your account>>. I am given the option to log off or ignore. The taskbar is empty
If I choose Log off, it just goes in circles, always returning to the same place
If I choose Ignore, the taskbar allows me to browse directories and files, back them up to USB, connect to the Internet.
But I can't perform a Restore because Kaspersky won't allow me to.
I can't disable Kaspersky or uninstall it.
Applications can't be executed (apparently the EXEs are locked).
I don't have access to the settings. For most system menus, I can access them using the right mouse button; otherwise, the left button indicates SYSTEM ERROR.
If you could help me possibly create a system DVD or USB stick and tell me how to boot my PC from this device
