Configuration: Windows / Chrome 46.0.2486.0

I changed my computer and operating system. I'm not a computer expert, so I'm afraid of making mistakes.
Who can help me with this free update with clear and understandable explanations?
On the Wikango site, I saw they mentioned a paid compliance update for the device...
P.S.: for some time now, my device has lost its sound alert; I only have the visual alert left.

Radar alerts are prohibited, only danger zones can be used, the update is paid.
