Hello,
I would like to know if it is possible to watch movies (which are stored on the WD My Cloud hard drive connected to the router) on iPhone with the VLC app over Wi-Fi (already possible) but also outside, meaning via 3G/4G?

Welcome to the Forum, Biatcro :)
To put it simply, it only depends on the mobile app you are using on your phone. If the app itself supports this option (and not just the wireless connection, with devices connected via Wi-Fi on the same network), it would be quite possible.
As for streaming videos over 3G/4G, since these videos are stored on your My Cloud, I would suggest testing (if you haven't done so already) the WD mobile app that goes with it - WD My Cloud :) I'm sending you a link to the WD Learning Center that explains many procedures and provides access to downloads: http://products.wdc.com/support/kb.ashx?id=4nU36a

Thank you for your quick response! :)
I have already tested with the my cloud app on my iPhone and the cloud is available on 3G ;) The problem with this app is that videos in .avi format show up with a "?" and cannot be played, unlike vlc for iOS
I don't know much about it, but do I need to configure an SMB or an FTP? ^^

When you access the folder containing the files (via the My Cloud app from your iPhone), do you see a menu allowing you to select a reader to open the file (an option like "Open in", for example)? I ask you this question because I have read similar cases where users described similar situations… I'm sending you a discussion thread from the WD Forum https://community.wd.com/t/play-all-video-file-types-on-iphone/91691/4 (in English) where there are screenshots posted and shared information that might interest you :) I admit that this discussion thread is not very recent, but it doesn't hurt to take a look. Since the exchanges in this topic are in English, I would try to summarize here the information for everyone who reads your topic: according to the exchanges in this topic, apparently the phone's OS does not support streaming this type of files.
@Biatcro, if you want, you could get in touch directly with WD support to see what options are available… Here are the contact details (France): http://products.wdc.com/support/kb.ashx?id=TN498A (to do this, you would need to select France from the dropdown menu that appears when you click on Change country).
If you are determined to use the other application and if it does not work, I suggest you get in touch directly with the support team of that application for more information.
