Phone charging slow, low temperature.

Hello, for a few days now I’ve had a problem with my cellphone. I have a Samsung Galaxy Note 10, the problem occurs when I plug it in to charge. I turn it off before plugging it in and when I plug it in a yellow triangle appears and on the triangle there is a thermometer. If I plug it in while it’s on, I get a message that says "charging slowed due to low temperature" and below it it says that full charging will occur when my phone heats up. The result? when I come to use my cellphone the next day, the charge hasn’t been completed. Can someone tell me what the problem is?

    If you live in Greenland, it can be normal; your phone is indeed too cold to charge normally, it’s a safety measure

      I don't live in Greenland, I live in Quebec.
