Slow PC and stuttering in games caused by "System Interrupt"

Hello,
I have been having a problem with my computer for a month; while playing (World Of Tanks and League of Legends), I experience stuttering and drops in FPS.
I have updated ALL drivers, including GPU, sound, Java, BIOS, Windows, etc.
I reformatted the computer, reinstalled Windows 10 Pro, reinstalled everything once again, cleaned the entire PC while checking all the cables, but nothing works. I still have the process "System Interrupt" using 22% of my CPU, and there's no way to play.
I then have to restart, and magically the process is no longer there, and I can play. I can confirm that the issues only occur when System Interrupt is at 22% instead of 0.1% after a reboot.
I have no more ideas; I’ve heard it could be a hardware conflict, but how do I check? Especially since I’ve had this rig for 2 years and have been able to play without issues from the start.
Config:
Graphics card: AMD Radeon R9 280 3Go Video
Processor: Intel Core I5 3.1GHz
RAM: 8Go
System: Windows 10 Professional

I found the solution, it was actually Windows that had installed a bad driver for my Wi-Fi card. You might say that's quite surprising. It's true. In fact, after this automatic installation, the "System Interrupt" process is a process that automatically launches in case of a hardware/software conflict and it takes care of the issue (hence the 22% CPU usage) to keep the computer usable without crashing or freezing. I discovered this problem after disconnecting my computer from Wi-Fi and my processor dropped to 1% as soon as the disconnection occurred and thus as soon as the Wi-Fi card was no longer in use.
So for those who have a "System Interrupt" process exceeding 0.3 or 0.4%, reinstall all the software that manages your PC's hardware one by one, even if it's the keyboard or mouse. -

you might have 2 graphic cards and one of them could be causing a conflict.
Check in the device manager: graphic card.

An antivirus like Avast can also interfere.
Check if you have a BIOS update.

So no, I only have one graphics card installed (the R9 280), but I assume the chipset of my motherboard has one? Could that play a role?
I have an Asus H97-Plus motherboard.
I have already looked at the post you linked, but that's not my problem as I clarify that the computer does not overheat (60°C maximum in games at FullHD with all textures at max). I did checks with MSI Afterburner and FurMark (GPU stress test software) and there were no stuttering or overheating issues even in fullscreen high resolution.
I would say it's really a driver/software issue because, according to my research, the System Interrupt process appears only when there is a conflict between the compatibility of two software.
But the most surprising thing is that this process only appears the first time of the day when I turn on the computer, as if it needs to be launched once "blank" so that upon restarting it works fine. Because I did a test by shutting down, and I waited 30 minutes, then restarted it, and it was still working well. It's really strange. And I can bet you that tomorrow when I come back from classes, at the first boot I will again have the issue!
Otherwise, how do I update the BIOS?

Good evening, thank you, I have updated my BIOS, the latest version is installed, it dates from 12/17/2015.
When I turned on my computer today, the problem had occurred again, but since the BIOS update, I haven't encountered the system interruption issue for the moment, but that's normal, the computer hasn't been turned off for a long time (+8 hours in a row)
I will leave a message tomorrow to say whether when I turn on the PC, the system interruption process has restarted at 22% or not. If that's the case, the issue will not be resolved; otherwise, it will be good and the simple BIOS update will have been enough to solve the problem.

So I don't know if it's a miracle or a coincidence, but during the first startup of the computer this morning, the system interruption was at 0% everywhere! The PC was running perfectly! It's already a good start since it hadn't happened in a month. I will wait another 2 days to be sure, and if I don't encounter the problem by then, we can therefore state that "The BIOS update can resolve the conflicts encountered by the system interruption process which is the cause of slowness and random stuttering."
