Unable to connect my drone to my mobile device

Good evening
my father received a drone from Santa Claus that is controlled from his smartphone
unfortunately, it's impossible to connect it. The instructions say Bluetooth 4.0, he has 4.2.1, my sister has 4.2.2, but it only works with mine which is 4.4.2, so we don't know how to make it work on his.
Any ideas?
(we also have a tablet that we can root if necessary)

Sorry for the late reply, thank you for your response. In the end, we bought him a new phone :)
