Windows limiting RAM and hard drive?

Hi! I just installed Windows 10 and I immediately noticed there's a little problem... Out of my 16 GB of RAM, only 1 is usable, and my disk also seems to be throttled, sometimes reaching latency times around 4000 ms (maybe it's due to the RAM?) For the memory issue, it seems like Windows is having a little crisis... :-)
However, regarding the disk, I don't see anything "abnormal" at first glance.
For the installation of Windows 10, did you do it "fresh" or via an upgrade from an already installed Windows?
What we can do to check for starters:

For the installation of Windows 10, did you do it "fresh" or via an upgrade from an already installed Windows?
What we can do to check for starters:
- Open "msconfig" -> Windows + R and type "msconfig"
- Go to the "Startup" tab
- Click on "Advanced options"
- Ensure that "Maximum memory" is unchecked.
- If it is checked, uncheck it, apply, confirm and restart to see.

What motherboard do you have? Have you checked if there is an option like "remap memory" or something similar enabled in the BIOS? :-)
