you can't just translate this with software.
That would be too good :p
You either need to download the subtitles that you will attach to your video (but they will be subtitles)
or you download the video in the desired language.

Generally, it's not possible to do that; you have the VF voices which are paid people. Indeed, translating a written text into another language is not hard, but you need to have the French text or the English text to translate it. After that, you would have to find voice packs that can read this text and then synchronize it. All that work when you can just read the text in French instead of listening to it. Lazy^^.
