Unable to start Steam

Hello, following an update, I am restarting Steam at its request. But when it displays its little "Updating Steam" window, an error message pops up after about 1 minute:
Steam must be in Online mode to perform the update. Check your network connection, and then try again.

That's the problem: I'm connected to the Internet, and I haven't used Offline mode for at least three months... (And I wasn't offline)...

I searched all afternoon for any solution, but all the ones that supposedly work every time changed nothing...

PS: a small incomplete list of failed solutions:
Deletion of Steam files, repair, complete reinstallation, modification/deletion of registry keys, restarting the PC, checking the firewall (Bitdefender), ...
I've noticed that the Steam Client Service is stopped, in manual mode, and refuses to start manually.

I don't know why I didn't think of it before, but Steam started correctly by disabling the Bitdefender firewall.
But I still have the problem: the disabled firewall no longer protects me! What should I do for the rule I set to be taken into account?
