I have the same setup as you and encountered the same problem. Here is the solution I used:

I installed pdfcreator (with the error messages) and then manually installed the printer.

To do this, go to "Printers and Faxes" and start "Add a printer".
Choose "A local printer connected to this computer" without selecting
"Automatically detect and install my Plug and Play printer."

Click on "Next", select "use the following port" and
in the drop-down menu, choose the port "PDFCreator".

When selecting the printing software, choose "Have Disk...."
For a standard installation, the driver can be found in
"C:\Program Files\PDFCreator\GS8.xx\gs8.xx\Lib"
xx can be 15 or 61.

I finally found a solution to print to PDF from Ciel when using Vista: first, you need to download PDF Creator for free. Then, each time you want to print (virtually, which means converting) to PDF from Ciel, go to the Start menu, Control Panel, Printers, right-click on "PDF Printer" and choose Set as Default Printer. Go to Ciel and for example, for the ledger (do as usual), and finish by: print, an editing window opens, a small icon appears at the bottom of your screen, click on it which opens the PDF Creator window, click save, choose the location and name of the file, click save, the file opens in PDF format and it is saved, and there you go! Just remember to set your regular printer back as the default printer.

I had the same printer issue not appearing after installing PDF Creator.
I installed it manually following the same method as "without"!

Except that the gs8.xx folder probably no longer exists, I had gs9...

And in a Lib folder, there was also a file with a .inf extension (driver?) to select, and the virtual printer appeared in the list of installed printers.

I'm arriving quite late on this topic, but it still exists in the new version. I developed a script to fix this issue in the company, and it also works for a single user.

You need to copy and paste what is below into a notepad and save it as pdfcreatorfix.bat (make sure to show hidden extensions, otherwise it will be named pdfcreatorfix.bat.txt). Then execute it by double-clicking on it.

This should create the PDFCreator printer for you.
