Hello,
My Windows 8 PC worked fine for several months but suddenly refuses to open files or programs from the taskbar (except for the Explorer). The thumbnail appears when hovering over them, but nothing can be done. If I launch an executable from the start screen, the screen darkens, nothing happens, and the PC freezes. Another symptom is that the notification, sound, and connection icons disappear from the right side of the taskbar.
The repairs proposed by Windows, including those with the boot CD, generally do not work. I reinstalled Windows, it worked at first, but then the problem returned when installing the card drivers. I formatted drive C and started over, it worked until I could connect to the internet, updated Windows, but then it started again by freezing during the creation of a restore point (I had already successfully created 2).
I have tried various solutions on this forum and at Microsoft, but it always leads to an executable that crashes the system or needing to open a program like Notepad that stays in the taskbar without opening.
Sorry for the length of my question, but I've been going in circles for several days without figuring out where the problem lies. Is it hardware or software? I also don't know how to start in safe mode.

Hello.
Copy all the text below the dotted lines into Notepad, save it as fix-exe.reg on the desktop,
then click on it and accept the merge into the registry.

But I have already tried this solution and as I said, I can't open Notepad. I did it on another computer and then transferred it with a flash drive. In this case, I have the same problem as with any executable, it darkens the screen and nothing runs.
I just tried to update to version 8.1 to see if that could fix it, but I only got a black screen with the mouse pointer. It then reverted to the previous version.

I continue with my various attempts: I reinstalled Windows 8 once again and tried to run the fix-exe provided by Scarpa above while the commands were working, but it was refused. I then tried seven.exe and seven.lnk, which were executed. This did not prevent the problem from recurring a few moments later.
To investigate a hardware issue, I removed the SSD and reinstalled Windows 8 on a conventional hard drive. I was able to install the internet connection, update Defender, and then Windows Store, but it happened again when opening a web page with a brief black screen and returning to the desktop without notifications, time, and date, and any execution action impossible. After many attempts, I find that this happens at any time, so no particular application is causing the problem. It is also not my SSD that is defective. The motherboard and processor remain, but I don't know how to test them.
