Hello,
For some time now, and without any apparent reason, when starting up Win7, my computer gets stuck at the black BIOS screen for about ten seconds while emitting a continuous sound (beep beep beep...) with the text at the bottom left of the black screen (Esc...pause startup)
and after 20-30 seconds it shows the Startup menu, and when I click to continue the startup, it starts emitting the sound (beep beep beep...) while displaying the Windows boot manager asking me to choose the operating system to use (there's only one Win7 installed) and no matter what I do, it emits the sound and shows the startup again.

Is this a BIOS issue? If not, how can I resolve this???

I just performed a system restore:
-1- the computer freezes with the sound (beep beep beep....) for 20-30 seconds
-2- it then displays the startup menu
-3- I choose to continue the startup
-4- it starts up, but when I turn it off and restart, the same thing happens

I just started,
my BIOS type is InsydeH20, the first site only defines the type of sound by the three brands of BIOS: Ami, Phoenix, and Award.

I clicked on F2 system diagnostics
and that’s where there are a lot of options:
- startup test
execution test
system settings
hard drive test
memory test
battery test
BIOS management
error log

I’m going to choose memory test, right?

There are two options:
the quick check (which I just performed) was successful
the extended check (which I just started).

Several beeps (tit tit tit ...) at startup may come from the RAM.
Afterwards, it could be something else; it all depends on the BIOS.

To start:
To test the RAM, if that's it! Tap the F8 key at startup.

You will come across "Advanced Boot Options."
Then choose "Repair your computer."
Next, "Windows Memory Diagnostic."

Ok,

Well, memory excluded (not convinced).

There is a more powerful and very reliable utility.
It's Hiren's Boot CD.
You can put it on a USB stick and boot from it.

Once Hiren's is displayed, just choose "memTest86"

In:
the startup menu shows me this:

Choose F9, it's the boot option (HDD, CD, USB, other....).
And select your USB stick.

In any case, error beeps are primarily synonymous with peripheral issues.

To address this, they need to be tested one by one.
So Hiren's is very good for that.

Memory Card set aside.
Let's move on to something else.

Since HP offers a utility for HDD, let's go for it.

Earlier you said:

Well, I think using "F2 system diagnostics" would be good.
Then choose "hard drive test".

By the way, is your fan working properly? (I forgot about it).
