Wireless headset issue

I have a wireless headset, Welltech FKH51/40699, and I would like to know how to use it. I feel like it doesn't work... PLEASE HURRY!

Configuration: iPod touch - iPhone OS 3.1.3

    Yes, but nothing shows up; it just says "charging" when I turn it on on the dock, but it doesn't charge...
