I just turned 17 years old and I would like to know if it is mandatory to have the BSR to drive a scooter at 17?
And if not, what can I drive without the BSR?

I’ve never taken the BSR, I’m 17 years old, I have my code, and I’m about to start accompanied driving
by the way, I have a scooter and it would be silly not to use it, but the thing is I don’t want to waste €150 on the BSR when I’ll be taking my driving test in a year, so I’d like to know if at 17, you can ride a 50cc without a BSR

I'm the same, I'm 21, I'm currently taking my driving test, I bought a 50cc with gears for work. I'm not going to spend €150 on the BSR, I'd rather put that money towards my car and motorcycle license. Especially since the fine is €34, I checked on the road safety website. The most annoying part is if they decide to impound the moped, but cops rarely go through that process because they would have to deal with escorting the bike with two other motorcyclists; the police prefer fines, it's an easy way to make money!!! In the worst case, I'll go pick it up at the police station or maybe they'll ask me for proof that I registered for the BSR! After all, €34 in fines compared to €150 for the BSR!!!
Moreover, even my insurance company (Groupama) didn't know the law, because he told me he wasn't sure I needed it even though I was born on 04/06/88 and the law applies to those born after 01/01/88!
Anyway, I'm already illegal, my bike is de-restricted, I go over 100 km/h, at least it doesn't feel like I'm holding back like before! If only those who are taking the theory test would start getting their licenses and stop having chauffeurs! -

You are required to have a BSR to drive a 50cc, unless you have a driver's license (car or motorcycle)

Your question doesn't really make sense. As it stands, no, it's not mandatory to ride a scooter.
If the question is: Is it mandatory to have a BSR to ride a scooter:
To ride a 50cc scooter without a BSR, you must either have been born before January 1, 1988, or have a driver's license, of any kind.
