Hello!!
1- As Sydbarett said, importing tobacco via postal service or carrier is illegal... Possibility of seizure + fine.. See:
http://www.douane.gouv.fr/page.asp?id=34
2- Many sites offer cheap tobacco:
2-1 Either they take your money and send nothing..
2-2 Or they send counterfeit tobacco (Beware of the fine!!) dangerous to health..
If your package has been seized, you will hear from the D.F.. If you don’t hear anything, you have fattened up some scammers..
Note that there are evaluation sites on the Net for suppliers (Reliable-scammers, prices...).
But the risk is quite high..
Happy smoking..

Hello, although some have had the chance to receive their cigarettes ordered online, and despite what I have read, in France, the retail sale of manufactured tobacco (cigarettes, rolling tobacco, shisha tobacco, snuff, etc.) is a monopoly granted to the customs and indirect taxes administration, which exercises it through licensed tobacco sellers.
Article 568 ter of the General Tax Code, created by the amending finance law for 2009 (n° 2009-1674 of December 30, 2009) specifies that the distance marketing of manufactured tobacco is prohibited in mainland France and in the overseas departments. Thus, purchasing tobacco online or by phone is strictly forbidden regardless of the site's location. Article 414 of the Customs Code provides for a penalty of up to 3 years in prison and a fine of twice the value of the goods.
Personally, I go to Spain where I save €21 on my carton instead of €33 online.
You are allowed to bring back 10 cartons per adult in Spain; beyond that, it becomes very expensive.
Cigarettes are cheaper at Perthus than at Jonquera.
See you soon!

For those who doubt the reliability of the site https://www.tabac-online.eu/, here’s something to demonstrate that their fears are justified!

To summarize, as long as everything goes well, everything is fine! The day you don't receive your delivery, the site dodges responsibility!!

First of all, here is the type of UPS tracking you might (as in my case) receive: Unauthorized tobacco shipment, unable to deliver

After numerous exchanges via email to report the dispute, which https://www.tabac-online.eu/ prefers to attribute to the French state (which refuses to comply with European regulations regarding the free movement of goods, including tobacco) — which they are not wrong about, but since https://www.tabac-online.eu/ “always resolves disputes with their customers in case of problems of this type” (that's what they say), and given that to this day (since January 20) no solution has been offered to the problem, I can consider that this will be the last order placed with https://www.tabac-online.eu/!!!!

So for the skeptics, forget about buying cigarettes online (at least from https://www.tabac-online.eu/ for sure, because in case of non-receipt of the goods, they will leave you without a solution) and go buy them from border dealers instead (provided the prices are worth it)!!

We are going to describe the last two responses as foolish....

I am closing this thread, as the correct answer has been given.

Unjustified and especially unfair advice!
Sending cigarettes by any means is prohibited on French soil, even from Toulouse to Bordeaux, and therefore cigarettes purchased in France.
Tobacco is considered "portable" and thus must be on one's person... any other form of transit is prohibited.
As for the transporter's notice "Unauthorized shipment - Delivery impossible," it is proof of confiscation by customs, but also that the seller did their job and shipped the parcel.
They cannot be held responsible as they are powerless against French customs laws, and it seems at least inappropriate to additionally seek a refund.

Selling is prohibited but not buying.
