Good evening!
I will try to be brief,
I am connected via LAN with my girlfriend, and we are playing Pokémon Gold and Silver with the VBA Link 1.73 emulator.
After going through several topics, I have the following configuration on the machines:
Machine 1:
- Pokémon Gold
- Link timeout: 9999
- Network
- Pause when inactive window: unchecked
Machine 2:
- Pokémon Silver
- Link timeout: 9999
- Network
- Pause when inactive window: unchecked
When I on machine 1 launch Link -> options -> Server:
Number of players: 2, TCP/IP, Start!, I do the same configuration on machine 2, Client, I enter the IP of machine 1, Connect.
Machine 1 detects machine 2, and a window appears indicating that the connection was successful, the same for machine 2.
However, when we try to start a link battle, the host tells us both after 10 seconds of waiting: "Your friend is not ready."
I then have several questions: Are our configurations correct? Do the Pokémon Gold and Silver games allow for network play? (I also tried with the same configuration and 2 Pokémon Red games, it did not work).

I have exactly the same problem. I was trying to make an exchange between 2 emulators on the same PC with VBA-Link and it doesn't work.
If it's to play 2 on the first 2 generations, there's an alternative. You can use TGB Dual, a Game Boy emulator. It includes a way to simulate 2 Game Boys on the same PC very easily.

Edit : Upon rereading a page on the VBA-Link site, it is clearly stated that only Game Boy Advance games are supported for multiplayer. For Game Boy games (including Gold/Silver), use TGB Dual.

Try to increase the link timeout even more... it's a piece of advice that comes up often...
Personally, I have more or less the same problem with the Red Fire and Green Leaf versions, except that it freezes at the moment of the confirmation of the "leader" player =/
