First, install the latest version of Foxit Reader
Here are 3 screenshots of version 3.0 (click the links to view them):
1) the menu bar, which appears below the blue bar of the window: you know what menus are, right? File, Edit, etc... that's where Language is:

2) when you click on Language, the list appears => click on French, and this window will open if French is not already installed:

- a 1st window opens (in English, of course) that basically says the component is missing, - do you want Foxit to search for it? => click on Yes
- a 2nd window opens and becomes active => as soon as the Download button is enabled, click on it => the language will install automatically and Foxit will switch to French without restarting.

Then, you need to uninstall your previous version, then install this one and follow the instructions I provided above.
Once everything is OK, you should definitely not do any updates if the software prompts you for them.
Since apparently there's a language issue with the new versions, it's better to refrain. This will likely be fixed in future versions, but if you want to try them, make sure to keep this one so you can reinstall it if necessary.

Although when requesting Foxit in French for download, including in the name of the downloaded file: latest version 3.1.4.1125, there is no French, nor "languages" in the menu bar, it can indeed be found in tools then preferences but it doesn't download.... problem....

All the languages supported by Foxit Reader can be downloaded from their website, here:
https://languages.foxitsoftware.com
Then, simply move the obtained .xml file to the Foxit Reader program files folder and select the language via the Tools > Languages menu!!

This is an old post and things have evolved with the new versions.
From now on, here’s the procedure to follow:
1) Download the latest version of Foxit Reader and install it.
2) Next, go to its folder Program Files => Foxit Software => Foxit Reader:
In this location, you should find a file named lang_fr_fr.xml.
3) You need to create a new folder that you will call lang and transfer the lang_fr_fr.xml file there.
If this file is not already there, you can download it here => https://languages.foxitsoftware.com
If you are having difficulties with your current installation, it’s best to start over from scratch.
Since you will have created the lang folder, you won’t have any problem accessing it.
Then, in the Foxit Reader interface, you will just need to go to Tools => Preferences => Languages => check the box Choose custom language => click on French in the dropdown list below.
