Maximum permissible voltage between neutral and earth

Hello,
I had a heat pump (reversible air conditioning) installed in an apartment, it worked well for a year, and now it no longer works. I called in the installer who told me that my ground is bad, there is 6 to 9 volts between the ground and the neutral and that is enough to disturb the operation of the microprocessor that manages the air conditioning. I made another grounding connection, done correctly (3 stakes spaced 3 m apart connected with 25 mm2 copper braid at 10 m from the first, on a moist earthy ground) and I still have the same voltage between neutral and ground 4 to 8 volts at the arrival of my panel when everything is switched off behind. I'm wondering if it's not an EDF network issue because I did other measurements in the neighborhood and it's the same. Can someone enlighten me on this matter, is there a standard that defines the maximum allowable voltage on the neutral (provided by EDF)?

I found 40VAC between ground and neutral at a client's place, who is also having "crashing" issues with his Solar/Pellet boiler.
I specify that I measured the voltage between the neutral and the ground of the panel, then between the neutral and a stake driven into the "real ground" outside.
During the measurements, the installation was completely physically disconnected from the circuit breaker, of course.
EDF says everything is fine as usual.
