I highly doubt that it's Pole Emploi; I think it was a decoy... others have even claimed that it might be SFR....
What is certain is that these calls, where the number consists of a series of zeros (sometimes with a few ones), come from a call center that I have been able to identify. This call center must be using VoIP technology, which allows them to put any fake number they want as the caller ID.
As for me, I've been a daily victim of this call center for nearly a year, where the number changes regularly (for a duration of three weeks each time), but is most often made up of zeros. I've never answered and therefore couldn't determine their purpose (scam or marketing trick for commercial companies???) but I've managed to obtain the name of this company!!! Never a message left, but when the call goes straight to my voicemail, it's this number that shows up as a missed call: 0562456445

It seems that these numbers, consisting only of zeros, can be used by several sources (for example, Pôle Emploi, or the Call Center Factory, and many others). This is a modification that is made by themselves in their calling system to mask their number, all without using the paid services of operators (official "masked call" service). They could just as easily choose to display only "9"s or "5"s... This is partly why operators can hardly do anything to prevent these calls. Not great!

I received a call on Wednesday, and the problem is that the landline rings, my mobile rings at the same time. I answered the landline and asked the person who called, and they hung up on me right away. The number I got was: 0011000064.
Don't answer this number; if it's important, they should leave you a message on your voicemail. It's always the same thing: it's a robot that makes calls to lots of numbers (landlines or mobile) to scam you and annoy you.
However, I add that I've already received a message on my voicemail from 0 (yes, just one digit) reminding me to pay the SFR bill. But that has nothing to do with your case.

I'm replying to Ludo: at this moment, on 26.08.2011, I received a phone call displaying only the number 0 as the caller ID! Of course, I didn't answer; my answering machine did it for me. Then, I read the word "connection," but no fax arrived at my place. Who are these clowns who play these hypocritical and anonymous games in the end? They are just nobodies.

The calls are made by computers, so there may be a delay between the time we initiate the call and when your phone rings. Please also note that this is legal and if you do not answer, you will be called back by the computer. And if you think of hanging up on us (keep in mind that those who do this work are human and respect goes both ways). Furthermore, as soon as we have processes in place, we are obliged to follow them (overcoming barriers, handling objections, etc.), so if you let us do our job, knowing that it costs you nothing to listen to us, and if what we propose does not suit you after we handle our objections, we will conclude the communication on our own.
A word to the wise. This is our job, and if you do not want to be called, please remember to opt out of sharing your contact information even with your insurers, banks, and others.

Personally, I disapprove of this system 200%.
Necessary for privacy, the phone becomes a marketing tool that borders on harassment. It should be banned. Not only do you force us to answer the phone, which is rarely right next to us, but think about the activities people are interrupting to respond to you: cooking, bathing the kids, conversations, working on a ladder, and everything else we can do at home.
You make us abandon everything to answer and then realize that this phone call was just to try to sell us something or invite us to go buy something, etc... and we complain!!!

It's still weird that Pole Emploi uses this means of communication... Are you really sure it's Pole Emploi, because there are some clever individuals pretending to be people working at Pole Emploi (or other companies) when they are just dishonest people trying to make money by lying about their identity?

I just received one of those calls, curious about the number displayed, I didn't answer... I checked my voicemail, nothing there. Then I did some research online and came across this page.
I checked my emails and noticed that less than a minute before the call +00000000, Pôle Emploi had sent me an automatic email to inform me that my next appointment is canceled ;)

However, I'm not selling anything. I asked him what car, he told me the Renault (how cliché can you get).
I told him I didn't have a Renault, and I insisted by asking him what car. Then he said he didn't know, it’s the marketing department that gives us the ads.
So I told him I didn’t have a car for sale.
End of communication.
Maybe it’s a scam for vehicle buyback, paying for transit fees, shipping, customs paperwork, etc., I don’t know.
So I blocked this number, that way he won't be able to contact me with it anymore.

Hello, I live in Belgium and I haven't put my car on this site, and I'm also being harassed by the 10 times zero. When I call my operator, they tell me it's impossible to hack the line to use it, but nowadays anything is possible, and I don't want to end up with a hefty bill because dishonest people are taking advantage of my line... :-) I must admit I'm fed up with these random hacks that I'm experiencing, whether it's on my phone line or emails... I'm certain it's not Pôle Emploi or SFR.... I've asked the operator to further secure the line to prevent weird unidentified numbers from calling me. I'll keep you updated if it works

To respond to some messages earlier, please note that answering a call when you receive one will not cost you anything, even if it's a 0899 number calling you.
But calling back can be expensive.
Also, the 0000000000 number is not necessarily a call from Pole Emploi. It's best to let it ring and see if they leave a message on the answering machine afterward. Don't forget to check your emails just to be sure.
