Hello,
well, here we go again:
to have 25 machines per IP network, you need a network size of the power of 2 -2 above, for 25, the power of 2 will be 32, for 30 addresses.
32 equals 2 to the power of 5, so you need 5 bits in the host part of the mask, which leaves 32-5 or 27 bits for the network >> the size will be /27, which is 255.255.255.224
the number of subnets, if we refer to /24 representing the ancient class C corresponding to 192.177.4.0 (which is not specified in the question, unfortunately) will be 2 to the power of (27-24), so 2 to the power of 3, which makes 8 subnets.
there will therefore be 3 unused /27 subnets.
