Adjust CPU fan speed + Speedfan

Question

I would like to decrease the speed of my CPU fan because it is really too noisy. It is currently running at 5500 RPM for a temperature of 35° (which leaves some margin), I would like to reduce it to 75% of its speed, which is around 4000 RPM.
I have an A7V8X motherboard and an AMD XP2200+.

Apparently, SPEEDFAN allows this manipulation, but there is no tutorial on the subject. If only someone could help me!!!!
Where can I modify this value?

Thank you for your advice.
I know exactly what I'm doing. I measure the possible risks with such a modification. But given the margin I have on my CPU temperature, I just want to decrease my fan speed by 1000 RPM.
Apparently, you need to enable QFan in the BIOS to allow for speed adjustments.
Could you please confirm this and really explain how to use SpeedFan?

Hello,
is this a joke?
To influence the controller of the fan connection because of noise?
It might be simpler and wiser:
To change the fan,
To do PC tuning (migration to a hydraulic system),
or to simply review the acoustic insulation of the case.
NOTE: If your fan "roars", instead of just emitting a slight hiss in the ultrasonic range; You should consider a defect in the design or material of the fan (a defect due to the mold, or the introduction of an air bubble during molding).
By the way, have you checked that the noise is actually coming from the CPU fan, rather than from your graphics card fan, or your power supply fan?

So you have a QFan reference integrated into the SETUP, and you want to install SpeedFan?
Is Quote Fan offered by the manufacturer of your motherboard?
If the answer is YES, contact the manufacturer's technical service with the references of your motherboard to ensure beforehand that the integrated circuits necessary for the application of QFan or Speedfan are physically present.

Here I am again, delighted!
For those who have some noise issues and don't want to invest in a fan right away, here's a tip that can change your life if you're not too demanding.
In the BIOS, on one page (I can't remember exactly where), there's a QFAN option (enable/disable) -- enabling it gives access to 6 ratios. (10/15 - 11/15 - 12/15 - 13/15 - 14/15 - 15/15) knowing that 15/15 is the maximum fan speed.
Save -- reboot, and you're good to go. It will activate a few seconds after Windows.
It probably only works on a few motherboards, but it works for me; I reduced it by 1100 RPM, I'm at 3900 now, and I only lost 2°.

So, a bit of moderation is essential...
To be tested alongside Speedfan or Asusprobe...

Hello, my CPU often reaches 95/96°. It's a dual-core and each core overheats a lot. Maybe the fan isn't spinning fast enough or there's a problem with the thermal paste. I have a laptop.

Speedfan can be wrong; sometimes it gives me very high temperatures, but I don't know where it's getting them from... However, if you feel the heat from the laptop, be careful, as it very quickly and severely wears out your components. I advise you to check the thermal paste and/or change the fan (depending on whether you can do it on your laptop; I could on mine), but this adventure is not without risks... And finally, the third and last solution, buy yourself a tower that you can modulate as you wish (I realized this when I saw that my laptop needed more cables to function than a tower: ventilated tablet, secondary fan, mouse...)
