Adjust CPU fan speed + Speedfan

I would like to decrease the speed of my CPU fan because it is really too noisy. It is currently running at 5500 RPM for a temperature of 35° (which leaves some margin), I would like to reduce it to 75% of its speed, which is around 4000 RPM.
I have an A7V8X motherboard and an AMD XP2200+.
Apparently, SPEEDFAN allows this manipulation, but there is no tutorial on the subject. If only someone could help me!!!!
Where can I modify this value?

I know exactly what I'm doing. I measure the possible risks with such a modification. But given the margin I have on my CPU temperature, I just want to decrease my fan speed by 1000 RPM.
Apparently, you need to enable QFan in the BIOS to allow for speed adjustments.
Could you please confirm this and really explain how to use SpeedFan?
