Good evening,

I bought this refurbished phone but I can’t complete the process of creating an Apple ID; at the end of the process a dialog box appears saying "unable to create your account at the moment" and I cannot access any apps.

If someone could be kind enough to help me and if possible maybe I can do what’s needed with a PC?

    Ask the store that sold it to you. It is up to them to do what is necessary for it to work.
