Issue creating an iCloud account on iPhone 4

Hello, good evening
Not long ago, I got my sister's iPhone 4; she gave it to me reset.
After putting my SIM card in it, I set it up (language, etc.), and the moment comes when the iPhone asks me to either set it up as a new iPhone or restore it. I choose to set it up as new, then I have the option to sign in with my Apple ID or create a new free ID. Having already created an Apple ID on my computer, I sign in, and the iPhone displays "Sign-in failed: The maximum number of free accounts that can be activated on this iPhone has been reached."
Here’s my problem; I hope someone has a solution, thanks in advance.

    Good evening everyone, if the problem still persists, create a new Apple ID, then lend an iPhone, iPad, or iPod for the purpose. It’s an Apple product, then enter the Apple account you created on the borrowed device. Once you have activated this new ID on the borrowed device, connect it to your product and you will see it works.
