Mouse context menu

Hello,
I have a PC running Windows 10 where the mouse context menu is in English (right-click). And I can't change it to French.
I checked in "Start button, Settings > Time & language > Language. And there, all the choices are selected in French!

Everywhere? Because on one or two software applications, the same issue occurs, but I can't modify it in that specific software. They haven't translated it everywhere into French, and I'm not programming, so I'm stuck with the original language of the programmer who doesn't charge for his software, by the way.
Sometimes there's a setting that was installed with a mouse a long time ago; it happened when I installed a mouse that was delivered with a disk containing some programs only in English. It was less easy than today to do a software update for a small device via the internet, so it happened when I installed another mouse.
From time to time, on a somewhat poorly installed PC, the Windows initially in English underwent a "French patch" that was probably not very well translated; some words are, let's say, random in meaning. The brand can play a role. Beyond the usual settings, it’s the origin of this Windows that was installed that needs to be reviewed.
Otherwise, in general, the drivers or updates made by Windows are getting better and better translated; the issue is becoming less common for a very widespread accessory.
