I did a test before responding to you. I had no difficulties creating a folder and deleting it. It disappears from all devices that can access Outlook.
On your smartphone, are you using the Outlook app or an email manager (like Gmail for example)?
If you are using the Outlook app, go to Settings > Applications.
In the list, click on Outlook and on the next screen click on Storage. Then click at the bottom on Clear Cache.
Exit the Settings and return to Outlook to see the results.
