Resetting SGIN Laptop Without Settings

Good evening,
My brother got a new laptop from the brand "SGIN".
For the past few days, the Start menu won't launch, and neither will the Settings (the window opens very briefly before disappearing). When he right-clicks on the Start menu and then clicks on "System" or "Settings", he gets a message like: "this file does not have an application associated to perform this action". The problem arose after an update that got stuck. Restarting his PC seemed to have completed the update, and that's when the problem started.
Everything else seemed to be functioning normally, but now today, at irregular intervals, his screen briefly goes black and the taskbar temporarily disappears afterward. It reappears but the black screen can quickly return and make it disappear again, in a loop...
Not knowing how to solve these issues, I looked for ways to uninstall an update or reset his PC without having to go through Settings, but I can't find anything that works.
Does anyone have any idea? I believe his PC is running Windows 10, but I'm not sure how to confirm that since, again, I usually check through Settings. Thank you in advance.

If it was just bought, it is certainly Windows 11 (and not 10).

By starting the PC while holding down the F8 key, right? That's how it works on mine, but I don't know if it's different for my brother. He told me he tried it, without success, but I will try it myself tomorrow to be sure.

1) On W11, when the PC is started, you need to restart it by holding down the SHIFT key (the key with the up arrow on the left side of the keyboard)

Unfortunately, that doesn't seem to work either: when I restart while holding down SHIFT, the PC does not restart... as long as I keep the key pressed. It only starts when I release SHIFT, but normally, without the "choose an option" screen. I checked, and this is not a question of bad timing; I can hold SHIFT for 10 seconds or 5 minutes, the result remains the same.

I finally managed to open the "choose an option" menu through a command to reset the PC by deleting all data and... the problem persists. It's still impossible to open the Start menu or Settings. I think at this point I will just tell him to send the PC back if possible...

I'll be direct. If you have the chance to get a refund for this "thing", do it.
It's an unknown brand (or almost), and you'll have endless problems, like with Thomson PCs.
The CPU is underwhelming, and the rest is frankly not great.
Sure, it’s inexpensive (and for good reason), but you'll be going from one hassle to another.
Ask for a refund and get a known brand, even if it means going for a used one if your budget doesn't allow for new.

After this manipulation, I wouldn't be surprised if the warranty doesn't work!

Oh yes, okay, I see. I admit I didn't think it made a difference to do the updates when they're available rather than when the PC decides to do them on its own. I thought in the end we were just doing the same updates, but some earlier than others.
If I had known it could pose a risk, it would have spared me a few issues.
