Flashing the BIOS in an unstable environment is risky...
The BIOS usually hangs for two reasons; the main one is a RAM issue, either the sticks are improperly seated, or one is faulty. You need to test them one by one and try different slots. The other cause is a conflict with the keyboard or mouse, which is rarer than RAM issues.
Could you please provide the detailed configuration and who assembled it?

thank you for your response. I updated the BIOS but it still doesn't work and I can't find the clear CMOS button on my motherboard. Just so you know, I received the PC new yesterday, so I don't understand.

If you've just updated the BIOS and the PC isn't working, a CMOS clear won't help.
