Message free mobile for a no plan

Hello,

when I try to call a friend, it automatically says "free mobile hello, your correspondent is not available, please call later." and hangs up automatically. This has only started happening today. My friend hasn't had a plan for 3 months, every time I call him it rings and he doesn't have a voicemail if he doesn't answer, or it doesn't ring because he's in airplane mode but still no voicemail or message like that. I have a free plan, my sister who has one can call me too and I can call her as well and it rings. But my friend doesn't ring and I go directly to this message which results from a call that is immediately cancelled afterwards. This person has no network or WhatsApp that I can contact him on, do you know what this could be due to?

Hello,

Your friend has likely activated the Subscriber Unavailable option from their subscriber area. All calls are rejected, indicating that the person is unreachable, and this does not allow the possibility to leave a message.

The coercive measures in case of non-payments depend on the operators; they are progressive and described in the contracts of each operator.

If at first the operator may be content to block outgoing calls, it can very well in a second step cut off the line entirely for both incoming and outgoing calls.
