Windows Spotlight is not working.

Hello.
For over a week now, I have a haunting image of giraffes on my locked screen background, whereas before the images would change.
It should be noted that the problem I am about to explain has been happening ever since I clicked "I don't like" in "Do you like this image?". This is what I have always done to quickly change my background when I didn't like it.
I did some research and learned that this is "Windows Spotlight".
Small problem: when I turn on Windows Spotlight from settings → personalization → lock screen, and then switch tabs and come back to "lock screen", it is no longer "Windows Spotlight" that is activated but "Picture" without me changing it.

I finally solved the problem; I had to reactivate "Allow apps to run in the background" in Settings → Privacy → Background apps.
But that wasn’t enough because I had disabled all the apps, so I reactivated some of them a bit randomly: Movies & TV; Intel Graphics Control Panel; Microsoft Defender; NVIDIA Control Panel; Settings; Microsoft Photos and Windows Security.

perhaps a little cleanup with CCleaner could solve the issue.
Indeed, some thumbnails may remain saved and no longer rotate in the "Windows Spotlight" carousel.
However, you need to be careful, as CCleaner can delete some saved settings, such as browser cookies. Caution is advised when using this tool.

Gpedit is only available on the Pro versions of Windows. If you have a Home version, it's normal that you can't access it.
Regarding "Windows Spotlight," also try the solutions from this topic.

Update: it's not working because I can't complete step 3 which is "Check local policies", when I do Win+R and then gpedit.msc, it doesn't work.
It's important to note that the previous solutions haven't worked.
