Network issue 100% when downloading

Hello, I would like to resolve a network issue because it is causing me a lot of problems. I have a 1TB Samsung SSD that has never had any issues, and for the past 2-3 months, whenever I start a download from any platform, my network is at 100% and shows a speed of 90mb, but when I check the download in question, it is capped at 10mb. And when my network is at 100%, my disk is throttling the download and causing my PC to freeze everywhere. I have no idea where this is coming from. I ran a test to check the status of my SSD and there are no issues to report. I have fiber internet via Ethernet with the right cable to achieve good speeds. Best regards.

conversion issue, the task manager is in bits, epic game in Byte, 1B = 8b

the download is showing at 9.48 but there must be downloads that are not displayed
regarding the slowdown when you install a game on your system SSD, it's not abnormal since your SSD is heavily used for writing. if you didn't have this problem before, maybe you weren't downloading on the same platform, or it could come from Windows or even the SSD
I just realized that when I tested my connection, I had about 500mb/s and now I'm getting around 70mb/s. I don't understand how this is possible; the connections haven't changed, and my brother, who has the same Ethernet cable as mine, has a connection of 450-500mb/s. I don't understand where the problem could be, considering this has been going on for over 5 months and nothing has changed in terms of connections.
After unplugging my Ethernet cable and plugging it back in, I ran a connection test and here's what it shows me. However, I noticed that when I compare it to my brother's test, who did the same test, his download speed goes from 700 to 900, being very stable, while mine starts at 100 then goes up to 800 and drops sharply to 730, which is very unstable. As for the upload speed, my brother is constantly at 189 without moving at all, while mine goes up to 180 and then drops, then rises again, then drops again. I don't know if that affects something.
I then found a normal connection after unplugging my Ethernet cable and plugging it back in, but here is the second problem mentioned earlier: when one works, the other no longer wants to work. My SSD has a write speed that clearly doesn't match it, yet it has no issues after checking (It's a Samsung 1TB QVO).
So, if I understand correctly, is the internet speed good?

The fact that it shows 100% while it’s at 40-70MB/s is due to the task manager being poorly designed; to test the storage speeds, use crystaldiskmark.
If you have freezes due to the use of your SSD, you should try to have the games and Windows on 2 distinct storage devices to avoid this problem.
Yes, for my network I found the problem actually my cable connected to my box is fixed in the air and it hangs, so when I plug it in it gradually comes out which causes me to have a low speed and sometimes disconnections while I’m playing. As for the SSD, I have no way to get another one, so I wanted to fix my problem to be at ease without having to opt for a second storage. Anyway, I plan to get a 1TB NVME but in the meantime I would like to fix this annoying problem that I didn't have before and here is my result on crystaldiskmark:
The Windows reset doesn't really reset Windows; you would need to do a clean installation via USB drive.
Also, 100% disk usage by Windows doesn't mean anything, since Windows doesn't have a viable value for 100% as the maximum depends on each storage device. There are different access speeds to storage that vary depending on the files, so it's more concerning if you're experiencing crashes.
You can also try using a WinPE USB and run CrystalDisk on your SSD to see if the values are very different compared to the test on Windows.

Unfortunately, I have already reset my PC without using the method you suggested, and as expected, there were no results other than a slightly faster computer. I ordered a 1TB NVME with a write speed of 5000MB/s. I plan to install all the software as well as the operating system on my SSD and all the games on my NVME to see if that solves the problem. I will wait, and if the problem persists, I will try the method you suggested.
