Hello,
I need to transfer the images from the DCIM folder of a Samsung Galaxy J7 Neo with the serial number SM-J701F/DS
to an HP Windows 10 laptop. But the problem is that the visibility function on the mobile is disabled. Where can I find the command, please? Thank you.

Hello,
I don't know what the Neo model corresponds to, I have a standard J7 which works without any issues.
We set the developer options on the phone to USB debugging, we connect via a USB cable, and sometimes the PC requests the installation of specific Samsung adb drivers instead of the standard Google drivers.
If we want to do it using the same Wifi connection on the phone and the PC, we need dedicated software, for example AirDroid.

It's clear you haven't been very inspired: whether it's "bouethoot" (sic) or Wifi, you need a supporting software. I mentioned AirDroid for Wifi, and I believe MyPhoneExplorer supports Bluetooth, but I'm not sure anymore; however, one protocol or the other doesn't change the situation.
Without software (well, just adb drivers on the PC which most of the time install automatically when you connect the phone, or with MyPhoneExplorer, but its only benefit is to additionally transfer contacts and SMS), as I've illustrated, it works with my J7 (in USB debugging mode), I don't see why it shouldn't be the case with another one.
But Dom97410 chose to go see his seller.
Yes, I chose that to avoid the hassle, hoping that the seller also has some knowledge in software configuration.
