Is my PC throttling my internet connection?

Hello,
For the past two weeks, following a move, my PC is throttling my connection. I’m supposed to have 300 to 400 Mbps, but when I do a speed test, I only get 15 Mbps, and almost nothing upstream.
I don’t have a network card and I’m using a wired connection.
I have an MSI Z390 A-PRO motherboard and I regularly update the drivers through MSI Dragon Center.
Do you think I should use the warranty on my motherboard?

    Generally, whether you're on ADSL or with cable, your PC is equipped with a network card.

      There was an "advanced" section in MSI Dragon Center, with drivers to install only if there was a problem. I did it, and it works again. Thank you for your help.
      For the network card, I meant that I haven't bought one; I only have the one from the motherboard.

    You must have a network card; otherwise, there wouldn't be a cable.
    Also, know if your PC is the only one with this issue?
    Wired, yes, but what is the cable connected to?
    Has it worked since the move?
