Is my PC throttling my internet speed?

Hello!
Here's my problem:
A few days ago, my PC (desktop) was directly connected via a 1-meter cable (RJ45 Cat 6A S/Ftp) to my Livebox 5 (Fiber). Great connection, good download speeds, 9ms ping on average, speed tests around 800Mb (Download) / 400Mb (Upload).
Today, I moved, I still have a fiber plan, still with Orange, Livebox 5, but I am currently connected to my box through a 15-meter cable (RJ 45 Cat 6 - Straight - 1Gbits >> info printed on the cable)
Unfortunately, my connection is completely different! (20Mb Down / 1Mb Up / 25ms)
At first, I thought it was a problem with the box or maybe my cable since it was different from the old one and especially longer, so I tested with a laptop directly connected to the box with my old cable (Cat 6A S/Ftp) and there, the speed was perfectly normal at 800Mb/500Mb!
So I ruled out the possible box issue, and I connected the laptop with my 15m cable to check if that affected my speed, and no difference, still a very good connection!
My question is therefore:
Why is my PC (desktop) limiting my connection to 20Mb? When just a few days ago it was able to receive 800Mb without problem and I haven't changed any settings..
I reset my network card settings, tried disabling Windows Auto-Tuning, tested both RJ 45 ports on my motherboard, updated drivers, hard reset my Livebox, nothing works, I'm still bottlenecked..
If anyone can figure out where this might be coming from, I'm open to anything! And feel free to ask if you need any additional information! Thanks in advance :)

I'm running my tests with the website speedtest.net and the Google header test to get two "opinions" on the matter:
And always the same sites, both in my old place and here, and on both PCs as well.
(Additionally, I was able to test game downloads or updates that were much slower (2GB in 30 minutes vs 2GB in 2-5 minutes when it wasn't "throttled"), or even just watching Twitch streams that keep cutting out..)
According to the speed indicated by Windows, it's indeed 1Gbit/s that's shown:

Okay, I don't know then, you haven't installed something that's causing a problem?
Try in safe mode with networking enabled.

THANK YOU! THIS WAS HELPFUL!!!! Fibre free, I was using my PC and MSI card at 200Mb/s download and 2 yes, 2Mb/s upload. By launching the MSI Center application and then disabling Lan Manager, I regained what I was getting in Safe Mode (without having found the software that was throttling my connection until now) namely 950Mb/s download and 650Mb/s upload.
Thank you very much!!!! And great job by MSI managing the Lan or incompatibility between Windows and this software, I don't know.

I have the same issue, I went from 200 at minimum to 40 so I will see if I can find your file to remove the throttling
