Fan cg not spinning

So actually I have a little problem, I bought a PC from LDLC almost 2 months ago and I just noticed that the 3 fans on my graphics card (a Gigabyte Radeon RX 6600 EAGLE 8G) are not spinning.
Here is my config if it can help:
Processor: AMD Ryzen 5 1600 Six-Core 3.20 GHz
Motherboard: MSI B450 TOMAHAWK MAX II
Cooling AIO: Fox Spirit LightFlow AiO 120 ARGB
PSU: Aerocool LUX RGB 650M
HDD: Seagate BarraCuda 2 To (ST2000DM008)
Network Card: Gigabyte GC-WB1733D-I
Case: MSI MPG GUNGNIR 110R
Graphics Card: Gigabyte Radeon RX 6600 EAGLE 8G
RAM: Ballistix Black RGB DDR4 16 Go (2 x 8 Go) 3600 MHz CL16
So I would like to know if this is normal, thank you in advance.
