Is it possible to dictate a text that would be directly inserted into an Excel cell without having to type it?
(simple text without formula)

Good evening Raymond,
The idea is to be able to fill in a "notes" cell without having to write... so by voice.
This Excel table will be used on a tablet and sometimes outside with dirty hands and exposed to the weather... ideally, one should only have to select the cell and dictate their "note."

That's exactly what I feared: you have been misled by the expression "speech synthesis", which means "listen to what is written in the cell," and not "write in the cell the spoken words."
Only in Word will you find a "voice dictation" feature.
So you would need to use Word, then do a lot of copy/pasting into Excel...
A bit complicated, isn't it? It's better to type directly on the keyboard, as we all do!

The data entry is precisely what they want to avoid; it's explained, and I don't know if it's possible unless developing something from scratch.
The use of rugged tablets on construction sites or in industrial environments is common; the keyboard should simply be forgotten. We have them. But usually it's for barcode entry, via wireless scanners in a spreadsheet or an app.
We do it regularly, but we had to develop/adapt the programming ourselves.

Another solution could be to record an audio file using the Windows voice recorder. Then you can embed your audio file into your Excel workbook (insert...object).
It is certainly possible, but not natively. I mean through the usual functions of Windows or Microsoft Office.
As explained above, we had to develop our own software tools to combine data inputs into tables or third-party applications.
We would need to use Windows voice function and develop an application or macro that could paste the content into a cell we select with a stylus, for example.
Perhaps others have already thought of this given professional needs, but I haven't heard of it. Calling on good developers seems feasible to me, but of course it will come at a cost.
It's worth noting from experience that consumer tablets, even if protected, don't last long in this type of environment; we had to switch to professional equipment, shock-resistant, etc., otherwise we could change them every three months.
