I would like to know if I can add a caption or a comment under a photo taken with my Galaxy A41.

Good evening,
There is no need for additional applications. You can write text using the Gallery tools.
When the photo is displayed, click at the bottom on the small pencil that is used for all modifications.
The tools will appear, and you scroll through them to find the T symbol for the text editor all the way to the right.
You type your text (there are different options for background selection and the shape and color of the text).
When you are finished, you tap on OK. You can then place the text wherever you want and adjust its size (resizable box).
You finish by clicking on Save.
Example:
What is well conceived is clearly expressed,
And the words to say it come easily.

there are plenty of text options with this application, otherwise it is possible with Google Photos, open a photo, tap on edit, scroll down to markup then Text and choose the color, type your text then tap on it to move it wherever you want then Ok and save a copy

It's good with this app that you tried https://play.google.com/store/apps/details?id=com.google.android.apps.photos, on your photo you did press Edit, then it shows suggestions and you have to scroll the options to the left until you find tagging, is that what you did? If it still doesn't work, on your Play Store in the search bar type text on photo, there are plenty of apps to do what you're looking for.
This can be done with software like Paint. (So you need to use a computer).
There's a sizing issue:
- either we keep the photo intact; but then we create a new image including the banner with different dimensions; the ratio (16/9 for example) will be altered.
- or we keep the original dimensions and ratio for the new image, but then we need to crop the photo.
Moreover, it's much longer than simply adding the caption on the photo.
