Hello,
I have a question. I just moved into a new place and to my surprise, when I arrived, the phone wall socket is hanging off the wall and the wires inside are exposed.
Is this dangerous because I would like to reattach the
socket to the wall

the gray and white cables are to be connected (they are for the phone or ADSL)
the others are no longer useful, they can be secured to the socket or at least isolated as a precaution

I hope you have reported the defect on the inventory, so you need to ask the landlord or owner to have this socket repaired at their expense.
Otherwise,
the telephone wires normally used pose no risk of electrocution or fire, as the currents they carry are far too low to be dangerous.
