PC restarts in a loop after 2 seconds

Hello everyone,
I have an old PC (Core 2) that was working well, but recently it has been rebooting in a loop at startup after just 2 or 3 seconds; nothing is displayed on the screen and there's no access to the BIOS.
I noticed that when I remove the RAM sticks, it no longer reboots in a loop; it keeps running, but of course, it doesn't start the boot sequence.
I tested with another stick from another old PC, and it's the same; it reboots in a loop, so it shouldn't be the RAM sticks.
It doesn't produce any beep codes at startup, whether with or without RAM.
Do you think the motherboard might be dead?
