Unable to uninstall a "running" program

Hello,
As the title of the topic indicates, I am unable to uninstall a program due to an error message stating that it is running and must be closed before it can be uninstalled. However, the program was not open (and still isn't..)
I have tried several manipulations to counter this, which I will list here:
- Turning off/on the PC. I also disabled the program from starting up. Still the same problem
- Closing the program via the task manager. It wasn't there
- Uninstalling/Repairing the program file via the installer. Still the same problem, message telling me that it is already open.
- Searching with ProcessExplorer for programs using the one I want to uninstall. Indeed, there were paths where the program was open/in use. I closed everything, but still the same error message when I try to uninstall via Windows or via the installer.
- Deleting the files associated with the program. Nothing works. Same error message.
- I tried to reinstall the program, just in case.. But my computer mentioned that it could damage existing files, and not being sure, I canceled the installation.
Do you have any ideas on what I could do?

First, we need to know if it's under Windows or something else and which version..??
It would also be good to know which software it is, its name.
To perform a deep uninstallation (under Windows), you need to use "Revo Uninstaller" https://www.commentcamarche.net/telecharger/utilitaires/19405-revo-uninstaller/
Restart your PC in safe mode... and use Revo... to uninstall the software in question. At the end, you need to do an advanced scan...
And remove the launch of this software at Windows startup...
Then, restart your PC in normal mode.
