Repair error 0xc0000017

Hello CCM community.
I bought a refurbished HP EliteBook 8530p 'refurbished & tested by Oxfam'. Upon opening it, it states that it needs to be repaired, showing the error 0xc0000017. It has attempted automatic repair multiple times, but each time it restarts, the problem reappears. I've already looked for solutions online, but I haven't succeeded. Sometimes the computer shows the error 0xc0000098, and sometimes 0xc0000221. Is it possible for a 'beginner' to repair it with your help? Or will I have to call a repair technician? Thank you for your assistance.

    Hi,

    Here is the tool to create the media to repair or reinstall Windows

    (No need to format, if there are data, they will be found in a Windows.old folder)

    (Using a USB drive of 8GB or more or a DVD-R DL if it requires more than DVD-R)

    (When you already have the Windows ISO file, you can create your USB drive with Rufus, burn it to DVD with ImgBurn)

    By booting from it through the PC's Boot Menu

    Choose "Custom installation" (Not upgrade)

    Install on the same partition, or alternatively, delete all contiguous partitions and create a new one.

    Good evening Fabul!
    Thank you very much for your quick response. I believe you are pointing me in the right direction, but it's still difficult for me. I tried to create a USB drive, but when I had to choose between a flash drive or the computer, I received a window saying
    8GB of available disk space required on (C:) Delete files you no longer need or use Disk Cleanup to free up space, then try again.
    There was only one button left: Close.
    No way to select the USB drive I had plugged into the computer. How do I put the repair tool on my flash drive? Could you help me again, if possible, 'step by step'? I have so much to learn! Thank you in advance.

    Are you out of space on your disk?

    Because you need to download it (about 5GB) before putting it on the USB stick.

    You can use the Windows Disk Cleanup

    By right-clicking on the C: drive > Properties > Disk Cleanup

    Select all, and "Delete files"

    Or you can create the USB stick from another computer.

    And you'll have to format it, since there's no space left.

    Thank you Fabul for your reply. My apologies for leaving you without a response. I emptied my 'Downloads' folder and I finally managed (I think) to create a repair tool. I now have the MediaCreationTool2004 tool on a 14 GB USB drive.
    I plugged this USB into the laptop that Windows won't boot (as was the case by pressing Enter or F8).
    I only have the (blue) Recovery window. By pressing 'Enter to try again', and now also F8, I get a (black) window 'Modify startup options'. With options to "Submit" and Cancel. By choosing Submit, I return to the blue Recovery window.
    How do I proceed with this repair USB?
    I am learning very slowly. Thank you for your patience.

      Hi,

      The tool needs to create the key.

      You cannot put the .exe tool on the key.

      You also have Rufus,

      If you already have the iso file (Downloadable with Internet Explorer > F12 > Emulation > Bottom left corner, Apple Safari (iPad))

      By searching for Windows 10 ISO on Google

      Once created, with Rufus or with the Microsoft tool, you restart by pressing the key for the Boot Menu
      (It depends on the brand of the PC)

    Hello fabul,
    On my desktop computer, on the indicated site I clicked on 'Download the tool now' and I got MediaCreationTool2….exe.
    I clicked on MediaCreationTool2….exe and then on 'Accept' (the terms of the agreement). In the new window, I chose 'Create installation media for another PC' (my laptop). I selected the language etc... and clicked Next.
    To choose the media to use, I selected USB flash drive and clicked Next.
    I inserted a 14GB flash drive into my computer and clicked Next.
    Result: I find the MediaCreationTool2004 application on my flash drive.
    Can I call this flash drive a repair key? an installation media? (Please help me with the correct terminology).

    How should I proceed now to properly use this installation media? (To fix the faulty startup file in the Windows software on my laptop). I'm sorry for not being able to make your task easier. Thank you again for your patience.

    NB What does 'Accept all' mean below this window? Thank you.

    It's very different from what I see on my USB stick!
    But how can I achieve this result? What should I have done after selecting 'Create installation media ....' and then choosing 'USB flash drive'?

    Go to the Microsoft download page with Internet Explorer

    Press F12 to open the advanced options of Internet Explorer.

    At the bottom, go to the Emulation tab

    At the very bottom left, choose Apple Safari IPad

    Download the ISO directly like that.

    Then you can use Rufus as mentioned above.

    If your BIOS is recent, create the USB key in UEFI

    If it's older, in MBR

    Read the message <1> carefully. It must be executed step by step.
    It is not Rufus or MediaCreationTool that should be downloaded onto the USB key. One or the other must be executed and requested to install the ISO onto the USB key.

    I just reread fabul’s message <1> and I'm trying to execute it step by step.
    On my computer (desktop) I open https://www.microsoft.com/fr-fr/software-download/windows10

    There I click on Use the tool to create your installation media (USB flash drive, ….)
    I check and notice that I have the first 3 items mentioned. The laptop (to be repaired) already contains (and works with) Windows 10 Home, with Intel Core TM2 duo P8400 processor.
    To create the media
    I click on ‘Download the tool now’, I see MediaCreationTool2…exe appear
    I choose and click on ‘Open’ and to the question "Do you want to allow this application .....? I click on "Yes". I receive a window (after some "Preparing") that offers to Accept the terms of the agreement ... I click on Accept and
    I receive a window that asks (again after some "Preparing")
    "What do you want to do?" I choose "Create installation media (USB flash drive,…..) and click on ‘Next’.
    In the new window I leave the selections for Language, Edition, Architecture, and "recommended options for this PC", and I click on ‘Next’.
    To the question Choose the media to use, I leave the choice of "USB flash drive".
    The next window says "Select a USB flash drive" and informs me that "We can't find a USB flash drive". The ‘Next’ button is unavailable. I click on ‘Back’.
    I insert an empty USB flash drive into my computer and click on ‘Next’.
    I read ‘Removable drives F(Without label) and I click again on ‘Next’.
    The window that opens says Downloading Windows 10. You can continue to use your PC.
    Progress status: 0% since 10:50 a.m. At 1:00 p.m.: 1% At 5:00 p.m.: still 1%

    Where did I go wrong?

    Redo the procedure until "To the question Choose the media to use, I leave the choice of 'USB flash drive'." and check "ISO file". Save the ISO file on your PC. With the Rufus program, create the USB drive.

    I now have rufus-3.10.exe in my Downloads folder and rufus-3.11.exe in my 'Computer' folder. And windows-10-iso_may-2020-update... in my Downloads folder.
    How do I now work with Rufus to create the USB key?
    I open Rufus 3.11.1678 and I leave NO_LABEL(F :) [16 Go] and Disk image or ISO and SELECT and MBR and BIOS 16 Go and FAT32
    The only available command is CLOSE and nothing happens.

    You should have a windows.ISO file in your downloads.

    When you launch Rufus 3.11, you select your USB drive, your ISO file, and then you start.

    I now have rufus-3.11 and the Windows 10 ISO in my Downloads folder. And I have a formatted 16 GB USB drive in the computer.
    I can't find the right way to do this. If you can have pity on my ignorance…
    HOW do I select (in File Explorer) the USB drive AND the ISO file? When do I run Rufus (before? after?)?
    What do I need to click on successively? Thank you very much!

    Rufus must be installed. After that, it needs to be launched, the windows10.iso file and the USB key must be selected, then "start".

    If someone can still help me...
    I plugged in my bootable USB key into my laptop, started it, and pressed the F2 key to open the Boot Menu. I was hoping to choose "Boot from USB".
    But this menu only includes
    F1 System Information
    F2 System Diagnostics
    F7 HP SpareKey
    F9 Device Boot Options
    F10 BIOS Setup

    F12 Network Boot

    And with F9, I get the Boot Options Menu which includes:
    Notebook Upgrade Bay
    Notebook Hard Drive
    USB Hard Drive
    Notebook Ethernet

    By choosing USB Hard Drive, I got a 'Windows Installation' window.
    Following Install Windows
    "If you're reinstalling Windows..." I select "I don't have a product key
    Choosing Windows 10 Professional
    Type of installation... keeping files,.....

    Compatibility Report window.
    Can I remove the 'installation media' (the USB key I suppose), restart the computer and put the 'installation media' back in?

    Once the computer restarts, you can remove the USB drive.

    When I want to "Install Windows 10," I receive a message

    "No device driver was detected. Check that the installation media contains the correct drivers, then click OK."
