Unable to use iTunes 12.6.3.6 to install apps on iOS 9.3.5.

Hello,
I'm desperately trying to install an app on my old iPad Mini 1 running iOS 9.3.5, using your method via iTunes 12.6.3.6, but when I install this iTunes, I have no apps in the App Store; everything is empty... I am logged into my account... none of the apps from my iPad appear in the device list even after synchronization.
If I try to see my purchases, I get a login request which gives me an error (-50)
Please let me know if this method is now obsolete and if Apple has restricted the use of older iTunes.
