In this case, the sender is the one who has the authority to act, so it is up to them to file a complaint with the carrier if there has been an issue blocking delivery (theft, destruction, etc...)
In short, you should contact the sender and ask them to take action...

I know, but La Poste has several contact options, either by phone where no one answers, it’s just a voicemail saying "press 1, 2, 3," anyway no one on the line. By email, "site with technical problems," Messenger page error 404, anyway I can't reach anyone, they just pass the buck :(
It's not your responsibility to reach out to La Poste or any carrier... It's up to the sender... (the online store you ordered from) to do it....
