I lost my iPhone 7, so I quickly connected to delete its content via my iCloud account.
But I made a serious mistake, instead of deleting the content from the iPhone, I accidentally removed the iPhone from my iCloud account :'(
For your information, my iPhone is protected by a password.
This message from Apple https://support.apple.com/fr-fr/HT201472 scared me: If you remove it from your account after erasing its content, Activation Lock is disabled. Anyone in possession of the device can then activate and use it.
My question is: If anyone in possession of the device can then activate and use it, does that mean they can access my photos and contacts, or do they have to format it before using it?
Knowing that my iPhone is protected by a 6-digit password.

Hello,
Since you apparently deleted the iPhone but not its content, the arguments below should not be taken into account: "If you delete it from your account after erasing its contents, the activation lock is disabled. Anyone in possession of the device can then activate and use it."
However, if you wish to erase this iPhone, you will either need to find it or contact Apple so they can reintegrate it into your account, and then wipe it before blocking and deleting it.
Now, to answer your question, if you had indeed made the indicated mistake, your iPhone is still protected by a code, so restoration is mandatory, and then they could use it but it would be empty since they couldn't restore it with your credentials.
