Slow internet connection after reset

Hello,

I recently completely reset my desktop PC, but after the operation finished, as I started reinstalling all my applications, the internet connection is extremely slow.
Before the reset, it was very efficient and fast, but now there seems to be a throttling of the download speed.

Does anyone have an explanation, please?

    Windows + R
    Type --> winver and OK

      It's Windows 1903 (version 18362.175)
      I noticed that on Steam the download speed is very good although unstable. Everywhere else the downloads are slow but web browsing seems fine.

    Shut down the computer
    Unplug the modem (box) and router from the wall socket
    Wait a few minutes
    Plug the modem and router back into the wall socket
    Wait for all the LEDs to be lit
    Start the computer.

      Hello, for now there is nothing: the PC has just been reset to Windows. I will try unplugging the router.
