Hello,
I want to merge a Geforce 1070ti with an rtx 2080ti, is it possible? After this merge, do I have an idea of the capacity it would bring me? I have a processor and a motherboard that can support both, but I want to know if the two can merge or if I just need to install my rtx?

Hello,
This "Fusion" of Graphics Cards is called "SLI" (Scalable Link Interface) because they are 2 Nvidia GPUs.
Unfortunately, in your case, these are 2 GPUs with different architectures, the 1070 Ti Pascal and the 2080 Ti Turing, so it is impossible to create an SLI bridge between them because they do not "work" in the same way...
As for performance gain, the games or software that fully exploit multi-GPU setups are not many and the performance can be quite variable... to be honest, I think just a 2080 Ti will be more than enough regardless of the use you make of it (being almost the best GPU currently available)
